Windows 2000 does not have the MSCONFIG program. However, you may download msconfig.exe from the below given web link:

Save the download in "c:\windows\system" folder. You can access it by click on Start menu,click on Run. Type "msconfig.exe"
OR
You can save it on the desktop. That way you can access it by clicking on the icon it will create on your desktop. After downloading and saving the file from above given web link. You may follow the below given steps:
1. Copy the file msconfig.exe from the c:\windows\system folder to the Windows 2000 c:\winnt\system32 folder.
2.Click on Start menu
3. Click on Run and type msconfig on the text box and click the OK button to start MSCONFIG
4. Ignore the error messages you receive about not finding the following files
-config.sys
-autoexec.bat
-win.ini
-system.ini
5.Click the startup tab
6.Check or Uncheck the check boxes of the programs you want to run or not run
